How to handle TikTok LIVE creator appeals and flagged LIVEs
When a creator's LIVE is flagged, TikTok decides the outcome, and the agency's job is to check the facts, point the creator to TikTok's own appeal route and answer honestly. This guide shows how an agency owner or staff member handles an appeal, what to check before replying, and what CN Creator App does and does not do in the process.
On this page
Written for the people who answer the creator, not for creators. Statements about TikTok's rules come from TikTok's own pages, each with its link and the date we checked it. Where TikTok's pages are silent, this guide says so and sends you to TikTok's current rules. Nothing here promises that an appeal will succeed.
What a flagged LIVE and an appeal mean for an agency
A flagged LIVE is one where TikTok has taken moderation action: a warning, a strike, a restriction on LIVE or on one of its features, or in the worst case a ban. The decision is TikTok's. An agency does not make it, and nothing in this guide promises that TikTok will reverse one.
An appeal, as an agency sees it, is a creator coming to you about a problem. They may want help reading a notice, want to know whether to appeal on TikTok, or believe that an account issue, a payment or a figure is wrong. Some of these have nothing to do with TikTok's moderation at all.
So the work has two halves. The TikTok half is the creator's own account and TikTok's own appeal process. The agency half is your records, your pay rules and how well you answer. A good reply keeps the two apart.
What TikTok decides, and where the creator sees it
TikTok's help pages say this about violations and appeals:
- Notices of violation are in the TikTok app, under Inbox, then System notifications, then Account updates. That is the creator's own inbox on their own account, so you see a notice only when the creator shows it to you.
- A first violation usually earns a warning, and later ones earn strikes that can lead to a permanent ban. Strikes expire after 90 days.
- If a creator believes their content or account was removed by mistake, they can appeal the decision. If the appeal succeeds, the content or account is reinstated, unless it was already deleted, and the strike is removed.
- For some violations involving LIVE or direct messages, TikTok may temporarily restrict the feature while the content is under review.
- TikTok's LIVE FAQ says a violation can be appealed only once and that the result should arrive within 24 hours. For penalties tied to language, TikTok points to the TikTok LIVE Creator Hub for the appeal.
These are TikTok's rules for the creator's own account, and they can change, so check TikTok's current rules before you tell a creator what will happen. TikTok's pages we read do not say whether an agency can file an appeal for a creator. Nothing guarantees that an appeal succeeds.

What creators raise, and what to check first
Appeals in CN Creator App are filed under one of five topics: account, LIVE, payments, performance or other. They are also a useful way to sort anything a creator brings you, wherever it arrives.
| Topic | What it usually is | What to check first | Who decides |
|---|---|---|---|
| Account | A restricted, limited or banned TikTok account, or trouble with access. | The notice in the creator's TikTok Inbox, its date, and whether they have already appealed on TikTok. | TikTok. |
| LIVE | A LIVE was flagged, muted, cut short or lost a feature. | Which LIVE and when, exactly what the notice names, and whether that matches what happened on the LIVE. | TikTok decides the flag. You decide how your agency responds under your own agreement. |
| Payments | A creator thinks what they are owed is wrong. | Your pay rules for that month, the month's figures read from Backstage, the creator's line in the ledger, and what you agreed with them in writing. | You, under your pay rules. TikTok, for TikTok's own bonuses and payouts. |
| Performance | Diamonds, valid days or LIVE hours look too low or wrong. | Whether the figure was read or shows a dash, how old it is, and the same figure in LIVE Backstage. | TikTok produces the figures. You decide what they mean under your levels and rules. |
| Other | A question that fits none of the above. | Ask what outcome the creator wants, then route it to whoever can give it. | Depends on the question. |
Checklist before you answer
Gather these before you write a word. Most bad replies come from answering the first message instead of the facts.
- Which LIVE, or which month, is this about, and the date and time as the creator remembers it.
- The notice itself: ask for a screenshot of what TikTok sent, not a summary of it.
- Whether the creator has already appealed on TikTok, because TikTok's LIVE FAQ says a violation can be appealed only once.
- The figures for the period in LIVE Backstage. In CN Creator App the month's figures show how old they are, and a dash means not read yet, never zero.
- The creator's history with you: earlier months, earlier notices, earlier conversations, so you answer the person and not only the message.
- Your own agreement and pay rules: what you promised, in writing, for a situation like this.
- What is yours to decide and what only TikTok can decide, so that you do not promise something you cannot deliver.

How to handle an appeal, step by step
- Acknowledge it quickly. Tell the creator you have seen it and what you will check, even before you have an answer. CN Creator App sets no reply deadline for appeals, so the standard is the one you set and tell them.
- Ask for the facts. Ask for the LIVE, the date, a screenshot of the notice and the outcome the creator wants. One message with all the questions beats five rounds of one.
- Pin down the date and the figures. Look at the period in LIVE Backstage. CN Creator App reads the month's figures, so for one day or one LIVE use Backstage and what the creator shows you from their own account.
- Read the creator's history. Check their earlier months, notices and conversations. A first flag after a steady record is a different conversation from the fourth in a row.
- Sort it: TikTok's decision or yours. Use the table above. A flag, a strike or a restriction is TikTok's. Pay under your rules, your levels and your agreement is yours.
- Decide and write the reply. For a TikTok matter, explain what the notice says, tell the creator they can appeal in their own TikTok app under TikTok's rules and offer to look at their numbers with them. For an agency matter, decide under your written rules and say which rule applies.
- Set the status and keep the thread. In the web console, open the appeal, reply and move it from open to in review while you check, then to resolved, and to closed when it is finished. The creator is notified of your reply and of each status change, and a closed appeal takes no more replies.
- Follow up. When TikTok's outcome arrives, check in with the creator. Note what you would coach differently. If you changed a payment decision, change it through your pay rules and pay outside the app, because CN Creator App never moves money.
How to communicate a decision
- Lead with the outcome in one sentence, then the reason.
- Say what you checked: the date, the notice, the figures. A creator who can see the checking is more likely to accept a no.
- Keep your decision apart from TikTok's. For example: TikTok flagged this LIVE and only TikTok can change that; you can appeal in your TikTok app, and here is where to look.
- Never promise a result you do not control. No "we will get it lifted" and no "it will be reversed".
- Do not guess why TikTok decided as it did. Say what the notice says and read it with the creator.
- Say what happens next and when you will check back.
- Write in the creator's own language. CN Creator App works in English, Arabic and Turkish.
- Keep the whole conversation in one place, so that both sides can see the decision later.
An example: “I checked the date and the notice you sent. TikTok made this decision, so I cannot change it, but you can appeal it in your TikTok app, and I can go through your numbers for that week with you if it helps. I will check back with you on Friday.”
What CN Creator App does and does not do here
CN Creator App is a management app for TikTok LIVE agencies, made by an official TikTok LIVE agency partner. It is not a TikTok product. It reads your agency's own Backstage account, so it can show what you already have access to and nothing more.
- New appeals. Creators no longer file new appeals inside the app: the appeal form has been retired. A flagged LIVE reaches you through whatever channel your agency and creator already use, and the sorting and checklist above apply the same way.
- Appeals already filed. They stay on record in the Appeals page of the web console: each has a topic (account, LIVE, payments, performance or other), a thread of messages and a status (open, in review, resolved or closed). You can reply, set the status and read the history.
- Who can answer. The owner always can. An agent can only if the owner has given them the Answer requests permission, and only for the creators that agent can see: their own book, unless the owner lets them see the whole roster.
- Figures. It reads each creator's monthly figures from your Backstage account: diamonds, valid days, LIVE duration and the number of LIVEs, with their age. It does not show a figure it has not read, and a dash means not read yet.
- The AI coach. Where the owner has turned it on, a creator who tells the coach about a restriction is told to appeal inside TikTok and is never promised that the agency can lift a TikTok penalty.
- What it does not do. It does not detect TikTok violations, does not deduct penalties and does not contact TikTok for a creator: it only reads your Backstage account and cannot file an appeal or send a message to TikTok. It never moves money; its payout ledger is read-only and you pay outside the app.
Questions agency owners ask
How does an agency handle a creator's appeal about a flagged TikTok LIVE?
Acknowledge it, then collect the facts: which LIVE, the date, a screenshot of TikTok's notice, whether the creator already appealed on TikTok, and the creator's figures and history. Sort the issue into what TikTok decides and what you decide, reply plainly without promising a result, and record the outcome. TikTok decides a flag; the agency decides its own response and pay.
Can an agency appeal a TikTok LIVE violation for a creator?
TikTok's help pages (checked 2026-11-05) describe the appeal as something done from the notice in the account holder's TikTok app, and the pages we read do not say whether an agency can file one for a creator. Check TikTok's current rules and the LIVE Backstage Help Center. In either case the agency can explain the notice and support the creator.
What should I check before answering a creator's appeal?
Check the date and which LIVE it concerns, the notice TikTok sent, whether the creator has already appealed, the period's figures in LIVE Backstage, the creator's earlier months and conversations, and your own written agreement and pay rules. Then decide which parts TikTok decides and which parts you do.
How long does TikTok take to decide an appeal of a LIVE violation?
TikTok's LIVE FAQ says the result should arrive within 24 hours (checked 2026-11-05). That is TikTok's statement and it can change, so tell creators to expect an outcome and not a promise.
How many times can a creator appeal a TikTok LIVE violation?
TikTok's LIVE FAQ says a violation can be appealed only once (checked 2026-11-05). Ask the creator whether they have already appealed before you advise them, because a second appeal of the same violation may not be possible. Check TikTok's current rules.
Does CN Creator App detect LIVE violations, deduct penalties or contact TikTok for a creator?
No. CN Creator App does not detect TikTok violations, does not deduct penalties and does not contact TikTok on a creator's behalf. It reads the agency's own Backstage account and cannot file an appeal or send a message to TikTok. It is not a TikTok product.
Where do creators raise appeals in CN Creator App, and what statuses does an appeal have?
Creators no longer file new appeals in the app: the appeal form has been retired. Appeals already filed remain in the Appeals page of the web console, each under account, LIVE, payments, performance or other, with a status of open, in review, resolved or closed. A closed appeal takes no more replies.
Who on my team can answer an appeal in CN Creator App?
The owner always can. An agent can reply and set the status only if the owner has given them the Answer requests permission, and only for creators that agent can see, which means their own book unless the owner lets them see the whole roster.
Does CN Creator App set a deadline for replying to an appeal?
No. CN Creator App sets no reply deadline for appeals, so the deadline is the one your agency sets and tells the creators. The creator is notified when you reply and when you change the status.
How should I word a decision to a creator?
Start with the outcome in one sentence and give the reason. Say what you checked, keep your decision apart from TikTok's, never promise a result you do not control, and say when you will check back. Write in the creator's own language and keep the conversation in one place.
Can CN Creator App change what a creator is paid after a payment appeal?
CN Creator App works out what each creator is owed from the pay rules the owner sets and the month's figures, and keeps a read-only ledger. If you decide a payment appeal in the creator's favour, the way to change the amount is through your pay rules, including any special deal for that creator, and you pay outside the app. CN Creator App never takes, sends, holds or processes the money.
